Description: Overview - The candidate will be responsible directing a development team to create a transactional messaging network for the client. This network will import and export revenue transactions, tracking and monitoring data in and out of the client’s new Transaction Reporting System (TRS). There are two distinct phases to this project: 1. An effort is already underway to develop a short-term custom application to import and track collection data from a single source. A second release is planned to export data to one or two other sources. A very capable project team is already assembled and functioning. The current PM is moving to another project within the program. 2. The project team will participate in the selection of COTS products (e.g., EAI, ESB) to provide a scalable long-term solution to the systems integration challenges. There will eventually be tens of data sources and hundreds of data destinations. The team will implement new releases utilizing the chosen product(s).
Responsibilities will include developing detailed work plans, schedules, estimates, resource plans, and status reports. The project manager will be working with tool vendors and will be responsible for bringing in additional consultants/contractors/employees to meet the long term objectives. This is a very much a hands-on leadership position, not merely a coordinator assignment. Candidate should be experienced with system integration solutions using new development and package implementations. The business owners are located in Washington, DC and the data owners and users are geographically dispersed. Much of the data requirement analysis will be performed on out-of-town business trips and conference calls. Travel will be required for this position and could range as high as 20 to 25 percent. Trips will typically last one or two days. The current project team consists of a project manager, a system analyst, a system architect, an application architect, four Java/JSP developers and an Actuate report developer. There are additional business resources assigned to the project to assist with analysis, testing, training and production support.
Absolute must have skills: Rational Unified Toolset and J2EE experience. Excellent communications skills, both written and verbal. -At least three years experience leading OO project development efforts from inception through implementation. -Experience in managing projects involving systems integration (i.e., multiple interfaces). -A thorough understanding of the Unified Process. -Knowledge and appreciate of the different methods employed for new development and package implementation efforts. -COTS package implementation experience. -Experience with MS-Project and the entire MS suite of desktop products.
Desired Skills: Experience working with geographically dispersed clients. -OO technical design and development background. -Experience with enterprise application integration (EAI) or enterprise service bus (ESB) products. -COTS package acquisition experience. -Experience with the Rational suite (ClearCase, XDE, ClearQuest). Responsibilities include: -Direct supervision of 8-10 technical staff and coordination of 2-4 business staff. -Creation of a complex project plan with tasks based on the UP process and based on a TBD package implementation methodology. -Daily monitoring and updating of the project plan using MS-Project. -Creating project variance and exception reports using MS-Project. -Managing or participating in COTS tool selection. -Defining and contracting additional resources needed for package implementation. -Writing reviews for all non-contract staff. -Facilitating small scale JAD sessions (if needed).
